- The Second Council-General established, on the motions of the Countesses of Harlindon and Lamedon (later Duchess of Belfalas), that the use of masculine expressions in the English texts of official documents was to be regarded as an artifact of the grammar and common usage of that language and not as a reference only to persons of masculine gender.
- The Composite Code contains only laws and resolutions understood still to be in force (e.g., The Artificial Intelligence Commission Act of 7536 is omitted, as the Committee was discharged in 7538)
- Preambles, whereas-clauses, and provisions for implementation of legislation are generally omitted, unless themselves noteworthy (e.g. the ex post facto character of the Illegal Aliases Act of 7531 or the promulgation provisions in Article IV of the Emergency Mobilization Act of 7541).
